Issue with Volcanion, Reshizard and Ninja boy

Hello, i just played a match where my active pokemon was volcanion-EX, i attacked and on the next turn i used Ninja Boy to put Reshizard in Volcanion's place, but then he could'nt attack, this is how it supposed to be? The reshizard had the four fire energies.

AFAIK, it would have retained the effect of the attack.

 

Volcanic Heat: 130  This Pokémon can't attack during your next turn.

Ninja Boy: Any attached cards, damage counters, Special Conditions, turns in play, and any other effects remain on the new Pokémon.

 

Had you retreated it, it would have been able to attack.

That is correct, due to the wording of volcanion ex attack and ninjaboy, your reshizard wouldnt be able to attack.

Now if you did the reverse, where reshizard flare strike and then ninja boy to volcanion, you can use volcanions attack since flare strike specifically states you cant use flare strike again.
