Ruling on Tag Team Alolan Muk&Muk's GX-attack with Dimension Valley

Muk & Alolan Muk-GX (Unbroken Bonds 61)'s GX-Attack says: Your opponent's Active Pokémon is now Paralyzed and Poisoned. If this Pokémon has at least 4 extra Energy attached to it (in addition to this attack's cost), put 15 damage counters instead of 1 on that Pokémon between turns.

In combination with Dimension Valley, the extra effect of 15 damage counter poison will be activated with only 3 energies attached. To me, this doesn't seem right since the attach says "4 extra energy attached" but it has only 3 energy attached. This would mean the attack cost is at -1 colorless energies, which doesn't really make sense. I mean how can an attack cost less than zero energy?

 

What do you guys think? Should the extra effect be activated with Dimension valley and only three energy attached or not?

No. You can use an attack for one less colourless energy in Psy pokémon, but to accomplish the effect, you need the 4 extra energy attached, is what the attack requires.

 

Yet this attack is at no cost, there's no -1 in pokémon, there's nothing below 0.

 

With Dimension valley you can use Severe poison at 1 Psy+1 Colourless and Poison absorption at 1 Psy+ 2 colourless.

 

And of course Nasty goo mix GX at 0 energy Paralysing and poisoning the opponent but the 15 counters only will be added if 4 energy attached. If 3 energy attached only 1 counter will be added.
