Dangerous drill

Does dangerous drill need to be able to target something ie a stadium to be used or can it be used with no target currently in play just to discard pokemon from your hand?

As the discard is a cost of playing it, it should require a target.

You can play this card only if you discard a 🌑 Pokémon from your hand.

Discard a Pokémon Tool or Special Energy card from 1 of your opponent's Pokémon, or discard any Stadium card in play.

Ah!  So that's probably why they've started to change the wordings.  To prevent pure burns.
