Stuck at Terms of Service dialog box

Hi,

I'm running a fairly old PC but it's getting hung up before I can even get into the game.  I've signed in with my account but when it sends me to the Terms of Service page it just hangs.  No ToS actually shows up within the dialog box, only the Cancel button is lit as if I could choose it, but it is unresponsive.
