Card: Umbreon

Card Number: LOT 120

Wrong Action: A Diagala LOT 127 had hit my Skunktank (who had 60 damage currently on him) with a Turn Back Time attack for 60 additional damage, taking his total damage to 120, and devolving him to Stunky, and Stunky was ultimately knocked out by the damage. After the attack, I put in Umbreon, and used its Retaliate attack, which, according to the card text, should have hit for a total of 120 damage due to the fact that a pokemon was knocked out from an attack during my last turn, but instead only hit for 30.

Correct Action: Umbreon should have hit my opponent for 120 damage per the card text stating that if any of my pokemon are knocked out from damage from an opponents attack on the previous turn, that the attack would do 90 more damage.

 

I do not have the language from the game.

Has anyone seen an official ruling on this? It seems to me that that would be the correct way for this to resolve, as Stunky was knocked out by having too much damage, not by receiving damage from the attack. But there is the fact that Skuntank would have been knocked out by the damage anyway.

I just can think nor Skuntank nor Stunky were KOed by Damage.

 

Damage is done but effect of the attack (devolving) acts before checking if is enough to KO the evolved form. After that, Stunky was not KOed by 'damage from an attack', the damaged was Skuntank but not there anymore. Stunky is indeed KOed by "placed damage" (damage that was already there).. So it's not the damage from the attack what KOed any pokémon and that could be the reason for Umbreon to don't hit with bonus as Umbreon attack clearly state 'Knocked Out by damage from an opponent's attack'.

 

In short, KOed by existing damage with an effect in the middle, not by the damage from the attack.

 

I would like to see an official ruling tho, pretty interesting matter.

I might be wrong, but isn't checking if pokemon is knocked out the very last step in attack(effects, placing counters etc. all come before that)?Therefore Skuntank had never been knocked out because it was sent to the player's hand before determining knock out took place. I would therefore see your former conclusion to be the right one.
