Creating Theme Deck

Is is possible to create a theme deck? If so, how? Every time I create a deck it's automatically not theme.

Theme Decks cannot be created. That's the entire point of the Theme format: for people to use pre-constructed decks. The custom formats are Standard and Expanded. There's Legacy as well, but I wouldn't recommend a new player to go there.
