Absol (TEU) immune to Rule of Evil from Weavile (BUS)

Card Number: Team Up #88 (Absol) / Burning Shadows #86 (Weavile)

Expected Action: Weavile's "Rule of Evil" attack should deal 60 damage to every Pokemon on the field with an ability, including an opponent's Absol in the active position. 

Actual Action: Weavile's "Rule of Evil" attack did not deal 60 damage to the previously mentioned opposing Absol in my opponent's active position. It did, however, deal 60 damage to every other Pokemon with an ability (opponent's psychic Alolan Muk and opponent's Zoroark-GX). My opponent's active Absol was immune, though, which is certainly a bug.

Steps to Reproduce: Use Weavile's "Rule of Evil" attack against an Absol in the opponent's active position, with an Alolan Muk (from the Sun and Moon base set) and a Zoroark-GX on the opponent's bench.

 

I can post the game log where this happened, if it would further help in resolving the issue.

Please correct me if I'm wrong, but I think you're mistaken about this being a bug.

 

Absol (from Team Up) is a Basic Pokémon.  While your opponent had Alolan Muk on the bench, it's Ability says, "Each Basic Pokémon in play, in each player's hand, and in each player's discard pile has no Abilities."

 

Absol had no Ability at that point, and shouldn't have received 60 damage.

 

EDIT:  I double-checked the official rulings, and this should help make things clearer:

 

Q. Weavile's "Rule of Evil" attack does damage to each Pokemon that has an Ability. But if Garbodor's "Garbotoxin" Ability is activated would "Rule of Evil" only damage Garbodor?

A. That's right, because Garbotoxin says each Pokemon (except those with Garbotoxin) have no Abilities. (Sep 14, 2017 TPCi Rules Team)
