Why are they labeled banned if they are still usable?

Just saw someone use a Lusamine in Standard. So it is only banned in Expanded?

These cards are banned in the Expanded format, but they are current and playable in Standard events (until those sets rotate):

 

•Lusamine (Sun & Moon—Crimson Invasion, 96 and 110; Sun & Moon—Ultra Prism, 153)

•Unown (Sun & Moon—Lost Thunder, 90)

While Lusamine and Unown have "banned" symbols in general, if you click that button, it says something about them being banned in Expanded (specifically) due to gameplay balance issues.
