To be KO'd by Suicune GX's attack doing only 120 HP damage, Conkeldurr must have already taken damage from another source.

 

Focus Sash only works: "If the Fighting Pokémon this card is attached to has full HP..."

Focus sash: "If the Fight Pokémon this card is attached to has full HP and would be Knocked Out by damage from an opponent's attack, that Pokémon is not Knocked Out and its remaining HP becomes 10 instead. Then, discard this card."

The full HP is not when the tool is attached. It counts when you suffer the attack.

 

In the moment a Pokémon with Focus sash is attacked, IF it have Full HP AND would be 1HKOed, then is not KO and  remains with 10HP.

 

If it's attacked and does not have Full HP, no effect. If it's attacked but with not damage enough to be KOed, then, no effect.
