I need to know if i am experimenting a bug based in that i have 10 Sun and Moon-Forgiven-Lightbooster packs with 10 cards and none of them is tradable it is normal or i am experimenting a bug?

it depends where you got those packs, if those packs were from the ingame shop or received on the ladder then they are tradelocked. 

Packs from challenges are also tradelocked until you hit level 16.

All event packs are tradable.

Hello Jabed, I'm sorry to hear you are having some issues. As XK920XK said cards gained from trade locked packs are also trade locked. Is there any chance that you opened trade locked packs?
