I had a Lysandre Labs on the field and my opponent had a shedinja with Vessel of Life attached to its active Pokémon. Since the Shedinja is attached as a Pokémon Tool card its effect shouldn't activate but it did.

​That is definitely a bug.  However, I was not able to reproduce it.  It's possible it requires very specific conditions to go off- or, I suppose, that you missed something. :P Anyways, if this happens to you again, post us a game log.
