Ditto doesn't work with rare candy?

I've tried to rare candy Ditto to Gardevoir GX and I can't use the candy. That must be a bug

Gardevoir GX doesn't evolve from Ditto Prism, in the same way Kirlia doesn't evolve from Ditto Prism. 

 

Ditto Prism doesn't evolve into Kirlia. Ditto's ability lets you put a STAGE 1 onto it. Nowhere in the text for Ditto Prism does it say you can evolve into a stage 2.
