Bad printing?

I recently got a rainbow rare Altaria GX from a Dragon Majesty booster from in the collection pin boxbut i noticed that a small spot on the card's picture is off color, a blotch to say. I'm sure it's not a scratch as the card texture is undamaged so I assume it's a printing error.

 

I'm wondering if this will cause any serious limitations such as being unusable in tournaments or devalue the card significantly.

It certainly won't affect gameplay usability.  Depending on what it is, it might devalue it a fair bit to collectors, but unless you were planning on selling it, that probably doesn't matter.
