oranguru ability not working

I wasn't able to activate Oranguru ability instruct throughout multiple matches, is there some bug affecting that ability?

I have seen others be able to use it in the game just fine

 

I believe I got the card through a tin or recent sun and moon packs. 
I either got it through the Leafeon or Sylveon tins or the packs associated with them.

Did you have 2 or less cards in your hand? It wouldn't be able to activate it otherwise. Also, were there no ability negating effects in play such as Silent Lab?

Yes. I had less than 3 cards in my hand and no. There wasnt any ability

The next time it happens save the game log so that we can tell what happened. I find this a bit strange, specially since you say it's happened multiple times. I've been using Oranguru a lot today and I haven't had any issues.
