Cheat or bug?

I was playing a game, and after evolving a pokemon, the benched pokemon went on top of it. And no attacks could be selected.

 

 

 

The only trainer card the player had on the discard pile was Bill, and no pokemon has any pokemon power.

Happened again several rounds later in the same game. The only difference is that this time it asked me which pokemon was to be the active one (just after evolving Growlithe to Arcanine), but it didn't switched Arcanine, it just went on top of it, and after that I can't use any attacks from any of the three ( Reshiram, Growlithe or Arcanine)

I had a similar problem, but didn't take a screenshot. My active fainted, so it asked me to choose a new active. Then once I had chosen Leafeon, it asked me to do it again, and my second choice (Gengar) just sat there underneath the first one.

 

However, I could click Leafeon, and it'd bring Gengar to the front, and THEN I could select Gengar's attacks. I only had one prize left at this point, so I just won there and then, but yeah, it's rather frustrating.
