[CARD] Wobbuffet's Bide Barricade ability stops Malamar's Psychic Recharge ability from working

When you have a wobbuffett from Phantom Forces in the active position and attempt you use Malamar's Psychic recharge ability, after selecting a Psychic energy and a pokemon to attach it to, it doesnt seem to work. Malamar does the shake animation as if the ability failed, however it should not have failed.

@Mod_Rowan It's not hard to say what happened without a game log since this issue was reported numerous times already.

What's hard to say: (1) what kind of process didn't land this bug into the known issue list yet, (2) whether it's actually still useful to open a ticket/submit a game log about this issue, (3) whether there's someone working on the issue and (4) whether this bug affecting a candidate BDIF right before the format turns legal will be fixed before the card rotates out.

Had the same problem here. While Bide Barricade is active the ability Psychic Recharge activates, you choose an energy from the DP, you choose a Pokemon on the Bench, but then the "no-effect" animation happens (like when using an attack that does no damage and has no other effect and the card just wobbles a bit).
