[CARD] Hoopa (SLG #55) - Scoundrel Guard Ability

Can somebody pls tell me why Hoopa can be attacked by GX or EX Pokémon given its ability says,

 

“Prevent all effects of attacks, including damage, done to this Pokémon by your opponent's Pokémon-GX or Pokémon-EX”

 

Yet when Espeon EX attacks Hoopa, apparently this overrides the ability (as does Decidueye GX’s ability)

“This attack's damage isn't affected by any effects on your opponent's Active Pokémon”

 

Hoopa’s Ability is not an effect, like Chrono Wind on Dialga GX. It’s an ability which is clearly defined by Garbodor’s Ability

“If this Pokémon has a Pokémon Tool card attached to it, each Pokémon in play, in each player's hand, and in each player's discard pile has no Abilities (except for Garbotoxin).”

 

So Abilities are not Effects

Abilities are not effects, but this Ability CREATES an effect.

 

The Ability applies the effect to the Pokemon.

 

Another Pokemon ignores all effects, including the one applied by the Ability.

And for Decidueye GX, its ability is not an effect of an attack, it's an ability that place 2 counters (counters are not same as damage either) but doesn't need to attack for that (if would do, the turn would end). Same as Greninja BREAK.

 

If not an attack, will work also.
