[CLIENT] Stuck at "Processing Refresher Update"

OS: Windows 10 x64
Client Version: Clean Install, 2.39.0.2789 according to Refresher
Description: Upon starting the client, the following info boxes appear, all titled "Please wait, checking for update":
1) "Checking for refresher update" - this completes almost instantaneously
2) "Please wait while the refresher is patched" - this takes anywhere from a few seconds to a minute.
3) "Processing Refresher update..." - at this point the progress bar fills instantly, yet no activity can be seen occurring. I have left the client on this screen for half an hour to no avail. The application closes normally if the Windows "Close" button is clicked.
 
A folder named "PatcherTMP" has been created in the installation directory, with subfolder "WindowsPlayer25". In that folder are "Refresher.exe" and another folder titled "Refresher_Data". Inside "PatcherTMP\WindowsPlayer25\Refresher_Data" are more files and folders, 1:1 correspondence with those already in the "Refresher_Data" folder in the root installation directory with the exception of "patchsettings.txt", which only exists in <Install_Root>\Refresher_Data.
 
Solutions Attempted ("PatcherTMP" deleted before each program launch):
1) Running "Pokemon Trading Card Game Online.exe" as an Administrator
2) Running "Refresher.exe" manually, unescalated
3) Running "Refresher.exe" as Administrator
4) Manually moving the files from "PatcherTMP" into <Install_Root> and reattempting 1-3
5) Deleting <Install_Root>\Refresher.exe and <Install_Root>\Refresher_Data and reattempting 1-3
 
No attempt listed has produced a change in outcome, except for one inconsistency: In certain attempts, a file titled "output_log.txt" was generated, and not in others. "output_log.txt" contained a build summary, but no error messages.
 
Contents of patchsettings.txt:

Contents of refresherversion.txt:
refresherVersion=23
buildFlavor=Live
patcherURL=(url)

 

EDIT: I have already uninstalled the program, ensured that all data was cleared, and reinstalled the program twice - once in the default directory, then uninstalled that attempt and installed in a different, easier-to-reach directory.

i have the exact problem have tried what you have tried still no luck sort this problem out as its not fair that % of your audience cant use the game
