Yes.  0 is enough, so yes, he does.   There's even a good chance he/she has to many.  But as for counters: all decks that don't need special effects, a strong fire-type, or a strong tech EX that doesn't need special effects.

Its weakness is fire, as mentioned above. But for that to have any bearing, it needs to be active. Magearna's ability stops all effects of opponent's attacks, except damage, on all your (steel-energized) pokemon, and works while benched.

If you don't have it in your theme decks list, then you need to submit a ticket as you have a bug keeping you from receiving it.

Have you unlocked them fully in Trainer mode? Each of the starter theme decks needs 7 wins to become available in Versus.
