+3 Sycamore ? He already has 3 xD . I don't have the time to post my full suggestions. In the pokemon, I would add 2 Gardevoir-EX, 1 M Gardevoir EX, and ditch the slurpuff line and a line of aromatisse just to make it 2-2.

I wouldn't do more than 1 Regirock, and IMO its not really that needed. Also, I'dd add MORE Mega Turbos, not remove any. If you don't want to worry about Item Lock I'd just go for something like:

Basically, you use the Battle Compressors and Ultra Balls to discard Energy or Supporters to get back with Mega Turbo and VS Seeker respectively. 
 
You can also go with a version that uses Max Elixir.

I would ditch the Slurpuff line. 

Add a 1-1 Gardevoir line for sure.

2-2 Aromatisse is probably enough.

You definitely need at least 3 VS Seeker, probably 4.

I would add a 4th Max Potion.

AO Lugia EX is better than Xerneas for this IMO. when you already have a ton of energy in play, it is great.

Switch the DCE's for normal Fairy Energy. DCE doesn't help that much.

AT Regirock is great for storing Energy, but if you don't have it, it's hard to get. 

Shaymin's wouldn't hurt, but your bench space is probably better used elsewhere. 

A few more Mega Turbo could help, with just 10 fairy energy, once they get discarded you are basically done. 

I like to run my Gardevoir deck energy heavy, but that is probably an unpopular opinion.

Well I certainly used 2 Regirock, because if you are screwed against a mill deck :P

 

Another thing, I would suggest 4 rainbow energy and 8 fairy energy. This is to cope with Mill decks and attack with regirock. Of course mega turbo deck is faster. But oh.. well I don't find my deck to be weak either :D

There are two ways to think about this and I see it come up a lot in different types of decks, like for example Mega Rayquaza, etc.

 

One school of thought is that since the deck is designed to do X, then use other attackers that build on that same theme, i.e. if using Mega Raquaza then you plan to have a big bench, so also run Raichu, or if using Mega Gardevoir then you plan to get out a lot of energy, so use something like Lugia that can also benefit from that.

 

I typically take the opposite approach though, thinking that, since I already have attackers that are strong when X condition is met, then I also want attackers that can be strong when those conditions are NOT met. 

 

So that's why I like Xerneas over Lugia. With Xerneas you can use a decent attack for only 3 energy and a powerful attack for 4 energy, which does more damage for 4 energy than you can do with Mega Gardevoir. But really, the main use for Xerneas is Breakthrough, being able to hit the bench.

 

But yeah, the two approaches are either #1 build on the existing theme (Lugia) or cover bases that aren't covered by your main attacker (Xerneas).

I agree, and there is nothing wrong with using Xerneas. That's the beauty of the game, you can pick and chose what works best for you. I personally love Lugia's second attack that can take out their stadium and do lots of damage at once.
