New patch download issues

I've just loaded Pokemon and it's loading the new patch, and It keeps flickering between "Saving settings" screen and the "Download latest version" and the progress bar is blank and only has a "%" sign, and over two hours hasn't moved. I have a PC with windows, and have uninstalled and reinstalled , and also tried the repair functions and nothing has worked.
