[CARD] Suicune (BREAKpoint #30) - The Wind Charm Ability blocked the placement of damage counters from opponent's attacks

I may have discovered a bug with the Wind Charm ability on Suicune (BREAKpoint 30):

As long as this Pokémon is your Active Pokémon, prevent all effects of your opponent's attacks, except damage, done to each of your Pokémon. (Existing effects are not removed.)

I was playing against someone with Gengar (BREAKthrough 60). My opponent used Sinister Fog:

Your opponent's Active Pokémon is now Poisoned. Put 1 damage counter on each of your opponent's Benched Pokémon.

However, Wind Charm blocked the damage to my benched Pokémon.

Wind Charm also blocked the effect of Creep Show on Gengar (BREAKthrough 60):

If your opponent's Active Pokémon has 3 or more damage counters on it, that Pokémon is Knocked Out.

Are these both bugs?

Unfortunately, I forgot to save the game log before exiting the game.

No, Wind Charm blocked the damage counters, the placing of which are an effect of the attack.  Both of Gengar BKT's attacks are based on effects of attacks, which Wind Charm can block.

As a rule of thumb, anything involving damage counter placement is categorized as an effect and not as an attack. All instant KO conditions are also categorized as effects (such as creep show, allergic shock and doom desire).

Thanks. In another game, I found that Wind Charm does not block the effect of Amnesia on Whiscash (Primal Clash 40):

Choose 1 of your opponent's Active Pokémon's attacks. That Pokémon can't use that attack during your opponent's next turn.

Is this classified as something other than an effect?

If this also isn't a bug, can this thread be moved to a more appropriate section of the forum?

Thats interesting. If that's not a bug, it has something to do with the wording.

I know for a fact that effect blocking only prevents effects that act on your pokemon, but not effects on the player itsef. So for example, wind charm does not undo item locks (such as from sesmitoad ex or from trevenant).

I guess it's possible it technically affects a player choice rather than the pokemon, but it's still odd because amnesia makes a debuff arrow appear on the affectef card. The only other thing I can think of is that there was an ability locking card in play (such as hex maniac or garbodor).

Of course I forgot to save the game log again, but I don't think there was anything in play to block the ability.

Would Amnesia still apply if the Pokémon was retreated and another Pokémon with the same attack was made active? If so, maybe it is considered a debuff to the player instead of the Pokémon. However, the wording seems pretty clear that it is a debuff to that specific Pokémon.

No, Amnesia's effect "wears off" if the active pokemon is moved to the bench.
