It's the program that patches the new updates of TCGO onto the existing client

so if a patch released i have to install it manualy? the game dont have any automatic system for checking the newest version of the game?

Before the game loads, it shows a screen that says "checking for client update". If an update is found on the server, it closes TCGO and opens Refresher, so that the game can patch and change registry files without needing to reboot the computer.
