I can't submit game bug threads

It keeps telling me to add tags but it won't allow me to add any. 

Trying to report a bug where Giovanni didn't add the extra 20 damage when it should have on Landorus' Shout of Power attack against a Medicham (it cost me a really fun match, soured the whole experience).

You don't type anything in the bar where you submit tags. You go to the left of the box and click Add Tag.

 

And the Giovanni bug has been reported numerous times already.
