Giovanni's Scheme vs Escape Rope

If I play Giovanni's Scheme for the +20, and then I later play Escape Rope switching my opponent's Active Pokemon, do all of my Pokemon still deal an extra +20 against the new Active Pokemon?

In short: Yes

 

In long: As with PlusPower and other cards, all cards that modify your damage output against the active Pokemon will do so at one point and one point only: when you attack. It doesn't matter what the active Pokemon was at the time you played said cards.
