after all, it was Team Aqua that got a hold of both Groudon & Kyogre in the anime & Team Magma got nothing

4-4 Team Aqua's Muk  (this guy is to make your opponent's pokemon have high retreat cost & make team aqua's kyogre do big damage)

4 Professor Sycamore (draw support & helps with discarding energy for team aqua's admins)

2 Team Aqua Admins (this is our only form of energy acceleration)

2 Aqua Defuser (this helps muk do big damage & will only be used if you face safeguard pokemon)

2 Startling Megaphone (we need 2 megaphone because team aqua's muk has an important ability that garbodor must not take away)

2 VS Seeker

3 Team Aqua's Hideout (this makes pokemon have even more retreat cost if it is not a team aqua pokemon & makes team aqua's kyogre even stronger)

2 Raindow Energy (for muk if you run into safe-guard pokemon)

Strategy:

 

 

get team aqua's muk out & put down team aqua's hideout to make opponent's pokemon have extreme retreat cost & make kyogre do big damage

 

team aqua's kyogre can do 180 dmg & more if you have all 4 muk on the bench & the stadium

I honestly prefer Jellicent with Aqua's Kyogre and Silent Lab. Both Cards benefit from Dive Ball.

That, is a fine point. In that case my suggestion is, go Jellicent if you already have them, Muk if you don't.
