Ninetales can Roast Reveal without fire Energy Card in hand

Steps to reproduce:

1. In a battle, get Ninetales (with Roast Reveal) onto your bench

2. Ensure you have no Fire energies in your hand

 

Expected Result:

3. Ninetales is not able to use its Roast Reveal ability

 

Actual Result:

3. Ninetales is able to use its Roast Reveal ability, but it won't do anything and the player can no longer use Roast Reveal for the turn even if a Fire Energy is later added to the hand
