Everyone's binder is empty.

Hey, my username is Zora50 and when I look at anyone's binder it is empty. Also when they look at my binder it is empty. I have restarted the game multiple times and still nothing changes. I was talking in the lobby and a lot of people are having the same issue. But not everyone is. How do I fix this???
