Hey xXBlackOps2Xx!

 

'Binders' are just listings for people's tagged cards that they are willing to trade. You can seem them simply by going to the Public Offer and browsing through the Public Offers. To see individual people's wanted cards specifically and to see for trade, you can head over to the New Private Trade tab and from there you can look through friend's wanted cards or public individual's wanted cards.
