Promo cards Locked?Why?

Hello.

My question to the mods and the programmers is why are the promo ex cards locked.Why cant we use these cards if we bought the tins extra and unlocked them.I dont see the purpose for locking them down so we cant use them for what we need other then decks.I would surely like an answer to this question.Later.
