I do not understand your question. Are you trying to say ''What are the chances of getting a female or what are the chances of getting a shiny female Riolu?''

Okay, I shall re word it better. A female Japanese Lucario, a male normal Lucario. The chances that the egg will hatch into a both Shiny and Female at the same time Riolu. basically, the odds of it being both.

My brain of knowledge says....By elementary calculations (not to be relied on very much), it seems that the chance of hatching a shiny female Riolu is 0.001525875% or 1.53 x 10^-3, which is indeed incredibly rare.
