I'm aware that the packs have different values, e.g. Team Up vs. Lost Thunder vs. Burning Shadows, etc.
My question: are there certain types that are, for all intents and purposes, not worth having, because nobody ever offers trades denominated in that type?
E.g. if type "Foo" is (supposedly) worth 1/2 of a Team Up booster, but nobody ever creates trades of the form "Give you X in exchange for N Foo packs" then there's no point to keeping Foo packs on hand.

Well, packs,as well as nearly any card, can be traded for bigger value. For instance you could make a offer of your pack for gx that has low value, try to trade that gx for another gx and so on untill you have card that can be traded for the more valuable booster. Another way would be to make offer from your pack for multiple cards, the try to trade those cards individually for better cards and so on until you have enough value to trade for better pack/packs.
So , to answer the question:No,there aren't packs that aren't worth having because with enough work you can multiply their value.

All packs worth something.
Some cards is very difficult to get with old packs. You have to offer 100 Furious Fists for a 20 value card Jirachi or Tapu Lele-GX if you think Furious Fists is 0.20, Or 80 packs if 0.25. Trade can work. You are able to see offers for 40 Celestial Storm or 45 Crimson Invasion.
You have to offer more packs and high valued cards are harder to trade for older packs but all worth a bit. And also Chests and Pikachu boxes.
