The ability to purchase event tickets and, in allowed regions, Gems, has been disabled for the iPad game client.
The Pokémon TCG Online Team is working to resolve an issue with iPad in-app purchase. When that issue has been resolved, we will update this thread.
At this time we do not have a specific estimate as to when in-app purchase for the iPad client will be restored.
